It's certainly a post war photo from the medals.

The RAF adopted blue grey service dress about 1920 and this was closely
based on the existing Army service dress other than the colour; it hasn't
really changed much since it was introduced.

What you might be looking at is an interim version before the issuing of the
blue gray uniform.  All ranks were allowed to wear out their old uniforms
before being issued the RAF kit (or having to buy new for officers).

Army elastic bands in a temperate climate have a shelf life of 1 year but in
a tropical climate it is only 12 months. (Manual of Army Ordnance Services
Volume 1 Pamphlet No 2 Part 5 Appendix K, Army Code No. 60065-1, 1977).
