No, very definitely French.  Perhaps I didn't describe it clearly; the  
roundel still has three concentric circles, with the outer red and the  
dot in the middle blue.  The claim, however, is that the 2nd ring  
which is usually white is instead "transparent" as it were, with the  
wing fabric color showing instead of white.  (So the red and blue are  
not adjacent as in an American roundel.)
