Nope, part of the reason is safety. If both plugs were fed from the same mag
the whole cylinder would go out of action if you lost a magneto. This way
the cylinder would keep firing on one plug if one mag went out. Part of the
pre-flight check is to check the magneto function individually and I'd be
very concerned if one or more cylinders stopped working during that check!

Not necessarily. They can be timed to fire at the same time or there could
be a lag between the two to maximise the power & amount of fuel burnt.
Depends on the aircraft.
