Yes it coudl be converted, but you need a new turret with lower sides
(about 8" IIRC)and probably wire rather than disc wheels - from memory
disc wheels were  a post war innnovation.

Resicast do a 1914 pattern car in resin with etched wire wheels which
will be much more expensive, but you won't have to scratch the wheels
