Profile 139 says the same, and shows it in the six-view profile drawings,

I thought I was pretty familiar with the Scout, but I'm caught off-guard by
the blister in the lower starboard side of the cowl. Does anyone know what
that is?

Matt,
According to Windsock Datafile 44 this was appropriate for later RNAS
aircraft with a 100hp Gnome Monosoupape engine. It was meant to improve the
exhaust flow.
