My own opinio is that it should be built OOB, no extras added apart from bracing wires and decals. However, minor surgery should be allowed, as should setting teh scene in a diorama. Hence the addtion of a few extraneous figures should not be penalised.

To clarify point D:
We aren't allowed to change the aileron, elevator, rudder positions from boringly straight.
