I wouldn't place too much faith in adherance to specs & regs, there were plenty of instances of variations. Specifications are often vague and ambiguous and different manufacturers interpreted them differently. Plus there was a war on - if something is badly needed at the front they're hardly going to send it back for a refund because the paint job wasn't quite up to spec.
