I'm trying to work out what a Welshman is doing in Romania.

Tudor - as in Henry Tudor.  Aka King Henry VIII.

Of England, in case you are wondering!

But, if a whole heap of Welshmen can colonise a place Down where the Moon is
Small (welcome back, Diego), then they can infiltrate Romania, too.
