You are absolutely right, Nieuport 21 usually had a horseshoe cowling , but 
I'm not 100 % sure that there were no 21s with a Nieuport 17 type cowling, 
too. There certainly was some N 17s with a horseshoe cowling, so the engine 
is definitey the best way to tell which is which.
