[WWI] GW Foundation Paints

Two things:-

having never heard of Citadel paints (my ignorance knows no bounds), I've been looking to see if they are easily available in my part of Europe.  It seems they are, but the name which appears to be more prevalent is Vallejo.  Judging by the blurb, they are similar.  Anyone have any input, please?

Secondly, I recognise the words below as being English.  Therefore, as an Englishman, I should know exactly what they mean.  "Should" being the operative word.

Can someone give me a translation, please?
