[WWI] Control cable holes on Neiuport 17/23

I think both myself and others have mentioned this before but I wonder if anyone has an answer.
On the 1/72nd scale Nieuport 17/23 kits, there are small holes on the sides of the fuselage near the rear for the cables from the tail to go into.
On the port side, the upper-most hole is further forward, whilst on the starboard side, the upper most hole is further back, see:

Is this asymmetry correct?

If for some reason of fit and design requirements, the belcrank that the cables attach to may not be mounted exactly dead center in the fuselage. This might make the cables exit at different points along the fuselage.
I mounted one a bit off center but kept the exit holes the same on both sides. The elevator ended up having more down than up throw. That would not have happened if the exits had been staggered a bit.
