Michael,
I looked into this when Matt mentioned it a while ago (I hadn't noticed it
on the Eduard model until he pointed it out). Looking at pics I discovered
there was a bewildering variety of positions for these holes. Some were
asymetric, some weren't. Some had the upper holes forward on one side and
rearward on the other - on the same aircraft - or no stagger at all. Some
were the reverse of this. Holes could be positioned closer to the cockpit,
or further back towards the tail. Upper and lower holes quite close together
or further apart. As always, check your photo references, if you're lucky
enough to have pics of both sides that is.
So short answer is yes, it is correct for some aircraft...

Subject: [WWI] Control cable holes on Neiuport 17/23
Hi:
I think both myself and others have mentioned this before but I wonder if
anyone has an answer.
On the 1/72nd scale Nieuport 17/23 kits, there are small holes on the sides
of the fuselage near the rear for the cables from the tail to go into.
On the port side, the upper-most hole is further forward, whilst on the
starboard side, the upper most hole is further back, see:
http://modelingmadness.com/reviews/w1/fr/fabn23.htm
Is this asymmetry correct?
Thanks,
Michael
