Ernie,

     I believe Nicholas II had a secret meeting with Wilhelm II onboard the STANDART concerning an alliance with Germany prior to the "Great War".  This was done as a "gentlemen's agreement" between the two monarchs without ministers present.  Later, to the Tsar's embarassment,  the "gentlemen's agreement" was null and void after Nicholas II was informed by his minister ( I forget which one) that it was in direct violation of the Entente.
