Why? Because that is how the Ebay game is played. When
you see a cat with 158 or 1588 transactions and a
rating of 100%, you do business with them with
confidence. If someone has, say, a rating of 94%, you
read the nature of the feedbacks, and decide on your
own whether the risk is worth it. (I have only been
screwed once on Ebay. And his positive rating was
below 97%, if I recall correctly. But he had something
I wanted.) 

If you don't like this system, and have better things
to do with your time than leaving a short good message
for good service rendered - and can only find the time
to tee off on someone - then yes, maybe you ought not
to deal on Ebay. Hey! You said it...

I find Ebay to be a great place to find stuff.
