Easy for Ebay to stop. Put a maximum postage of the same as the sale price 
as possible when they calculate the fee. Very few people find it logical to 
pay more in shipment than actual cost, and if they do, they usually doesn´t 
mind paying a couple of bucks extra to compensate for the fees. In the cases 
where sellers would loose to much from this, like shipping heavy machine 
parts and similar, Ebay could offer a possibility to deduct it if the buyer 
agreed that the P&P was logical.
