[WWI] "hostage" feedback

Positive and negative feedback are intended to rate the service, good
and payment of the seller and buyer. If the buyer bids and doesnt pay
for example then you should negatively rate him. Likewise if the
seller charges s&h of $12 of which mailing was $2 with a jiffy bag of
$ then I'd expect to pay maybe $6 for time and end effort. Therefore
I'm well within my rights to Note that against the seller with a
negative comment like "over priced post and packing" thats just being
darn truthfull and that lets the next buyer know without him asking
questions but allowing him to make the decision to buy.
