It does rather sound like the vendor is being penny-wise and
pound-foolish.
The ill will he is generating can't do him any good.

I've found out recently the US Postal Service has discontinued with a
wonderful little box they offered without charge for mailing "priority
mail."  It was sized a bit larger than a VHS tape in box, but the size
was great for sending model kits and other things.  They still offer the
larger boxes, but not this one, and no, there isn't a DVD sized
replacement.
And now that the freebie there is gone, add in another cost for a box to
add in.

My gripe with some I've dealt with is the holding of a rating as
hostage.
I hold up my end with a quick and timely payment, the vendor should then
rate me accordingly and mail me my goods.  If I get them, then I rate
him.
But some have sent me notes saying, "I've mailed your item, I will rate
you after you give me a positive rating."  So if I uphold my end, and
they mess up the exchange and I say so, they get the last word.  Not in
my book.  Not an Earth-shaking problem, but just annoys me - kinda like
a bad waiter standing at the table with his hand out for a tip.
