I don't like high shipping costs either, but some sellers do it for a 
reason.  Ebay fees are based on the selling price of an item, so if a seller 
gets $20 for the item and charges $1 shipping, he pays a higher fee than if 
he sells it for $1 and charges $20 for shipping.  The buyer pays the same 
price either way, but the seller retains more of it.  It's kind of a way of 
cheating eBay.

If you knew the shipping costs up front, I don't see how you can give 
negative feedback on the dollar amount, but you can legitimately complain 
about poor packaging.

Just my $.02 worth.
