Wikipedia knows  ;-)

It's a mixture of mostly ethanol with a little methanol to make it 
undrinkable except by the truly desperate and then with awful consequences.

In Australia we call it Methylated Spirits, in the USA it's called Denatured 
Alcohol

FWIW, it's exactly what I use to dilute the citadel inks too.
