Chapter membership (ours or any other) is not relevant for the IPMS National Contest, or any other IPMS contest.
To enter a model into the contest, you must be an IPMS national member -- this is fully stated in the contest rules.
To attend as a spectator, you do not have to be a member of anything.
The standard contest rules, categories, etc are available from links at the top of the ipms usa home page
http://ipmsusa.org/index.htm

As for display entries, I am unsure if you have to be an IPMS member.
There is an email address at the bottom of the home page information at ipmsusa2007.org and you could ask them directly.
I am sure that we (GWICC) don't care, but then again, we are an IPMS Chapter & an IPMS member will make the reservation (I
assume). I understand you wish your own display table and so do not know if membership is required.

The website just came on line and you should not expect too much data for a few months.

Of course the obvious question, is why not join IPMS ?
