I've done it both ways. I've pressed them onto clear decal, then
applied them this way, and I've also applied them direct. You can
run into a thickness problem if pressing onto clear sheet. After I
pressed them direct, I oversprayed them with gloss, and it worked
well.

I don't think so. I don't have any direct info, but any hobby store
should be able to get Superscale for you.
