For the 1/48 scale subjects I like, I usually raid the wife's button
collection. Once I find a button of suitable diameter, I'll either tack
it on with a piece of tape, or simply hold it in place while airbrushing
the tire color. Another trick is to head out to the hobby shop
and buy some brass or plastic tubing of the appropriate diameter, cut a
piece a half inch or so in length with a tube cutter, hold it over the wheel
and spray away.

Thin wire insulation or epoxy putty, like Milliput, rolled thin and
applied in place.
